Because the Phantom, Erik, uses a noose/lasso as his weapon of choice. When he throws it about your head, if your hand is at the level of your eyes it will not be able to slip around your neck, but you can catch it with your arm or hand and keep him from constricting your breath.

This is explained more adequately in the original Novel of Phantom of the Opera, I would suggest you read this. It is a great book.

to protect himself from whatever comes at him. SImilar to how a boxer is told to keep their hand at the level of their eyes.
becuz the pantom can come at u n hang u or somehtingif its not n u can fell it if he puts a rope round ur neck
A noose is stooped from hanging a person if your hand is i the way.
So he isn't distracted by the phantoms messed up face. It's as simple as that.
