First of all. The Web Browser is free to download for the first 6 months after launch. If you download it during that time, you get to keep it forever, and no worries. Other wise you will have to buy it.
For you to connect to the internet, you will need a pre-existing internet service provider, and either a wireless router (to connect to the Wii), or a USB-to-ethernet port to connect to the Wii with a wire.
Nintendo has stated that there won't be any Online Multiplayer Subscripton fee, unlike xbox live. WIi connect24, will also be free. You of course have to pay for your pre-existing ISP, but other than that there are no fees. Virtual console games will of course cost money.
NES = $5 (turbographix games also)
SNES = $8 (Sega games also)
N64 = $10
Again - Opera is free if you download within first 6 months. Nintendo does not charge you anything - from accessing the internet to playing games online. You will need to have a pre-existing ISP, and pay money to them. Virtual Console games do cost money, (there's a point system, but it just takes the dollar amount and multiplies by 100 ($1 = 100 points).

I'm not sure, but I doubt it will give you free internet for video games. You probably have to subscribe to Nintendo's internet service for that. But I could be wrong, since I don't have a Nintendo.

Wii internet access will be free. It is still not confirmed that there will be a charge for purchasing Opera on the Wii in the US, but it is believed that it will be free as well. Therefore all you will need for internet is a broadband connection and a wireless router or the Wii LAN adapter.
Define what you mean by free...The Opera Browser only allows you to serf the Internet on the Wii, You will still need an existing Internet connection to access it. but there isn't anything extra you will need to subscribe to in order to use it.
note: The Opera Browser is being offered free to North American users (not sure where else) until July 07 as part of a Wii promotion, after that time it will be available for purchase with Wii points.
