I believe you can achieve this but not without installing a third party software.

DefaultBrowser should do the trick:

Or, you can go for BrowserTraySwitch, however this software won't let you pick a default browser per user basis but you can easily change the default browser(from notification area or the tray) with just couple of clicks . Although the current beta version is somewhat buggy , but still helpful.

while installing opera, you get an option of selecting a single profile for all users, u hve to uncheck the option and proceed with the installation
